There should be NO movement of the rocker arms on the compression stroke! This indicates the valves are closed. The Savage will produce a spark, BTDC on the exhaust stroke and BTDC on the compression stroke. (Before Top Dead Center) Remove the plug wire and hold the terminal in your hand while SLOWLY turning the crankshaft with a 17mm socket through the port in the LH engine cover. You will experience a small shock (don't worry), which will tell you if your timing is OK. The shock will come just as the index mark on the shaft is passing the notch in the engine cover where the slotted plug threads in. If you don't feel like getting a harmless shock, then clip the plug wire onto a terminal of a fluorescent tube, and ground the other end of the tube to the bike's frame. A high voltage pulse will cause a flicker in the tube, indicating a spark has occurred. Good luck!
